Legal Status: Can You Plug In Solar in Guam?
Current Disposition: No balcony solar law
Guam's power system is an isolated island grid operated by the Guam Power Authority (GPA) and regulated by the Guam Public Utilities Commission (CCU/PUC). Distributed generation is governed by the Net Energy Metering Act (12 GCA Chapter 8, Article 5; Public Law 27-132, as amended by Public Law 37-71). Under GPA Schedule C (Net Energy Metering Rider), residential systems up to 25 kW may interconnect, but excess generation is credited at GPA's avoided cost rather than full retail rate and expires annually. Interconnection requires GPA engineering review and an approved bi-directional meter.
Tracked Legislation in Guam
There are currently no active balcony solar bills tracked for Guam. Standard National Electrical Code (NEC) rules and local utility interconnection tariffs apply.
